What Isn't Up for Argument In The Police Departments of America

Not matter what we find out about Sandra Bland, in no way does it excuse the behaviour of the police officer who apprehended her. Why is he serving desk duty until his case is investigated? Upon seeing the dashcam video, not only did he escalate the situation, but (correct me if I am wrong) he had no basis to detain her. It’s maddening because What I would like  to see from the department is them making an example of the officer. That this kind of behaviour on duty for simple offenses (such as issuing trafficking tickets), is absolutely not tolerated. If a police officer cannot even issue a ticket peacefully I am completely frightened on how officers act in situations where there is serious threat! 
In a country where there is pride in calling ourselves a developed nation, these situations occurring with the police every other day are things that we commonly call out other nations as being “underdeveloped” or “developing” for. Other nations would be seen as barbaric for doing such things. I’m tired of the police department making excuses as to why police officers treated their victims in such barbaric manners, and the little address we are getting from our politicians and government showing that this is not being tolerated and that they are steadfast to  find a solution. 
More than not, the police are for the most part dealing with people who are not happy or having one of the best days of their lives when they greet them. Yes, someone will be mad, angry, sad, or frustrated. I would actually expect an officer to encounter that more than a calm and happy situation. We all would like to know that when an officer comes around they are able to de-escalate and handle those emotions.  If a police officer can’t check his own attitude when put in such situations filled with attitude, I don’t want that man on the job. Honestly, the department should not want to keep such a man either, it’s more trouble for them. Instead of using their energy to solve other cases, they have to “investigate” an officer who  brought unnecessary trouble and paperwork to their door when he detained a woman for a simple traffic ticket. 
Let me know if I am missing something. My thoughts are all over the place.
